Abstract. The article examines the institutional and spatial foundations for the development of regional cluster policy in the tourism sector as a tool for sustainable socio-economic transformation of regions. The study identifies the key prerequisites for the formation of tourism and recreational clusters based on local territories with unique cultural, historical, natural, ethnic and recreational potential. Particular attention is paid to the role of cluster policy in strengthening intermunicipal cooperation, diversifying regional economies, supporting small and medium-sized businesses, and increasing the competitiveness of tourist destinations. The paper demonstrates that tourism clustering should be considered not only as a form of territorial concentration of tourism infrastructure, but also as an institutional mechanism for coordinating the interests of government, business, local communities and related industries. The spatial determinants influencing the effectiveness of tourism cluster policy are revealed, including infrastructure provision, transport accessibility, institutional maturity, digital transformation, human capital, investment activity and the integration of local initiatives. The Southern Federal District is used as an empirical case, since it combines developed mass tourism centers with peripheral territories possessing significant potential for “slow” and ethno-cultural tourism. Based on statistical, analytical and empirical materials, the article proposes directions for institutional and spatial equalization of regions through the development of tourism clusters, Smart Tourism tools and network forms of interregional cooperation.
