Abstract. The relevance of the research topic is determined by the need for systematic development and creation of effective mechanisms for the formation and balanced development of regional entrepreneurial ecosystems, particularly in optimizing spatial distribution and reducing spatial heterogeneity among regions in terms of sectoral concentration levels. The influence of the existing potential of the regional economy on the level of entrepreneurial activity in regional entrepreneurial ecosystems is not sufficiently studied. The purpose of this research is to develop a methodological approach for assessing the total potential of a region in the context of the spatial heterogeneity of regional entities in terms of the configuration of the productivity of regional entrepreneurial ecosystems. The object of the research is the potential for the development of regional entrepreneurial ecosystems. The proposed methodological approach is based on system analysis, the method of threshold values, the indicative method, comparison with the average Russian level, the method of point assessments, and the method of expert assessments. The author’s methodological approach for assessing the level of the total potential for the development of entrepreneurial ecosystems in the region is proposed, which includes the following types of potential: economic, investment, competitive, consumer, and labor. Each potential is evaluated in terms of 4 indicators that have the most significant impact on the formation, development, and activity of regional entrepreneurial ecosystems. This methodological approach will allow us to develop an algorithm for the formation of regional entrepreneurial ecosystems, taking into account the existing potential of the regional economy and the heterogeneity of the conditions for entrepreneurship development in different regions of the Russian Federation. Typology of regions according to the 4 levels of formation of the total potential for the development of entrepreneurial ecosystems will allow us to determine the degree of spatial heterogeneity, as well as to identify the determinants for activating the existing potential for increasing the productivity of regional entrepreneurial ecosystems.
