Abstract. The article is devoted to the analysis of the results of a survey of enterprises in the real sector of the economy of the Donetsk People’s Republic, conducted by the Institute of Economic Research (Donetsk, DPR). The purpose of the survey was to assess the effectiveness of the development of enterprises in the real sector of the economy of the republic in the following blocks: state participation in the development of enterprises; assessment of strategic management of enterprises; resource security of enterprises; assessment of innovative development of enterprises of the Republic. The authors identified the factors hindering the development of enterprises in the republic and identified the reasons for their innovative passivity. The article substantiates the importance of an enterprise development strategy, the presence and effectiveness of which correlate with the level of innovative development of the enterprise. Clustering of the survey results was carried out in order to identify the effectiveness of public administration and development of enterprises of the Republic with the allocation of four groups of enterprises: innovators, trendsetters, followers, and donors.
