Annotation: The article is focused on the issues of local government finance and budget mechanisms reformation in the post-conflict region. The local budgetary funds face the lack of their own income which makes them dependent on the regional and federal budgetary funds. The development of smallscale and medium-scale businesses is viewed as a key factor for the revenue of the local budget development.
