annotation: The article is devoted to some issues of territorial self-organization of population and implementation of effective interaction mechanisms of public authorities, local self-government authorities and the civil society. The author discloses roles and functions of territorial public selfadministration, proposes a complex of measures to bring along formation and development of this form of regional administration.
