Annotation: In the present article the issue of risk appearance and its management in a city economy is being observed. It is confirmed that asymmetry and uncertainty of information of a city economy are leading to the development of risks; on this basis it is absolutely important to develop the criteria approach in order to establish a system of risk urban management like analysis of a level of competitiveness of a city economy. Urban risk management is performed as a method of its clustering.
