Annotation: The article displays the main ways of improving regional governance system in terms of Russian economy modernization, administrative reform, and informatization. The author suggests a methodology of multiple-factor assessment of regional governance efficiency on the basis of integral evaluation of modernization effectiveness and potential of the object to management, functionality and economic activities of subject to management with the use of rating technologies. The approbation was made in the regions of the Southern Federal District in Russia.
