Abstract. The article proposes a new management structure in the form of a strategic management Center for the development of the region, which complements the existing regional system. The main purpose for the creation of this management structure is the active implementation of strategic management methods, especially at the stage of development and implementation of regional strategies. The structure proposed by the author contributes to the improvement of management relations, starting from the stage of coordination of regional interests between stakeholders and ending with the monitoring process for the achievement of strategic indicators. In addition, the integration of this structure into the management process will help to synchronize the process of formation of strategic documents, in terms of approaches to the organization and development.
The proposed regional management structure is distinguished by the construction of a system of communication with all regional experts, including management bodies, the scientific community, business structures, public organizations, the population of the region and representatives of neighboring regions.
To increase the quality of regional strategic management and improve the process of development and implementation of strategies for socio-economic development of the regions of the Russian Federation, these recommendations are confirmed, including in the course of the author’s study to identify features essential for the development of regional strategies, based on surveys of regional stakeholders. In contrast to the existing research in the regional management sphere, the article contains proposals for the formation of a new public organization from among the local experts of each region of the Russian Federation.
The presented recommendations can help in the formation and implementation of all strategies of socioeconomic development of the regions of the Russian Federation and therefore addressed to the authorities and management of all subjects of the Russian Federation. The structure formed by the system is characterized by a universal character of application.
