Abstract. The article substantiates the conceptual provisions and mechanisms for the formation of regional strategies based on the economic framework of innovation-oriented development that create institutional and resource prerequisites for the modernization of the spatial organization of the regional economy by stimulating innovative impulses at the key points of the regional system, economic growth and the involvement of peripheral territories in the structure skeleton.
It is substantiated that the formation of regional strategizing on the basis of the economic framework of the territory of innovation-oriented development can be promoted by intersectoral social interaction (partnership), defined as the constructive interaction of organizations from two or three sectors (government, business, nonprofit sector), from the parties, providing a synergistic effect of the “addition” of different resources in solving social problems.
The article discusses the three main tools of intersectoral collaboration – social order, consulting centers, grants and subsidies for social entrepreneurship.
Some areas of business that deal with the solution of social and economic problems have now been classified as social entrepreneurship, some innovation-oriented development as a factor in regional strategic planning. Social entrepreneurship is something average between the commercial and non-commercial sphere, yet having its own features.
Social entrepreneurship is self-supporting, has financial stability, since there is assistance from the state, but it is worth noting that it does not set the main goal of profit, unlike traditional business – business.
In most cases, social entrepreneurship is initially created to participate in a social order and is the economic framework of the territory.
