Abstract. The article deals with the issues connected with identifying and analyzing the problems of regional development of economy, caused by the world financial and economic crisis which encroached upon the Russian economy in the middle of 2008. The crisis initiated the sharp change from economic growth to dramatic plummet, social problems aggravation and unclear future prospects. The authors analyze the current situation in Russian regions on the basis of operational statistics of social and economic development of Russian regions in 2007-2014 that allows receiving estimates concerning the regions’ ways out of deep recession. The research resulted in the differentiation of values of Gross Regional Product for leaders and outsiders of Russian regions for 2007-2013 in a section of federal districts that testifyes to the preservation of regional disproportions. The main socio-economic indexes in 2013 in a section of federal districts (% in relation to 2008) are analysed. The groups of leaders and outsiders of regions by the types of economic activity in 2013 are revealed. The results testify that the crisis of a world financial system of 2008 did not lead to system crisis in real sector of economy of the Russian Federation. Nevertheless, strengthening of contradictions between the most developed (Moscow, Saint Petersburg, Tyumen regions) and the weakest regions is revealed. Till 2013 the significant gap of regions by GRP per capita (with a 20-time difference) between resource-extraction regions and all other territories is observed. These imbalances of development represent a source of social tensions thus strengthening economic risks.

Key words: regional economy, post-crisis recession, assessment of social and economic development of the territory, regional growth, risk.
