Abstract. The article deals with the physical and economic accessibility to foodstuff in the region. The effects of economic sanctions are analyzed, the main types of risks of the domestic agricultural producers’ competitiveness are described, and the methods of their reduction are identified. The concept of food security in terms of physical and economic accessibility is considered. The analysis of the Volgograd region data on the development of agricultural production let conclude that there is the problem of ensuring the physical availability of foodstuff in the region. The state regulation of agricultural production is identified as an important factor of food security in the modern world. The authors identified the basic problems of agricultural production, including the problem of irrigation, economic accessibility of food products, depreciation of fixed assets, the use of obsolete and resource-intensive technologies of production, decline in qualification level of staff employed in the industry, underfunding of agricultural science, low competitiveness of agricultural and food policy. Moreover, in the current situation the further growth of food prices and reduced purchasing power of the population, as a result of inflation, would further reduce the economic affordability of food and decrease food security in the region and in the country, as a whole. As a result, аs part of the solution to the problem of providing physical and economic access to food, the authors offered and proved complex measures on improving state regulation of agro-industrial complex. These measures include conducting large-scale works on restoration of the complex reclamation of the region; implementation of technical and technological modernization of agriculture, food industry and agrobusiness production services; formation of the system of professional agricultural education; formation of modern social infrastructure in rural areas; development of the program of food aid to vulnerable groups of population.
