Abstract. The article presents a comprehensive analysis of interregional differences in the development of the information and communication technology sector, which is based on descriptive statistics and a comparison of key indicators such as internal research and development costs and publication and patent activity (by country and area). All indicators are shown at comparable prices, adjusted for inflation. The paper calculates the chain and base growth rates from 2019 to 2023 in order to reflect the dynamics of changes, as well as identify trends in the development of the ICT industry at the regional level. The results of the analysis are important for the formation of regional innovation systems (RIS) and the definition of strategic management priorities. It was noted that when designing the configuration of a regional innovation system, it is important to take into account the balance of financing instruments, focus on human and infrastructural support measures, and focus on creating effective monitoring mechanisms that can be linked to the main observed indicator. The practical significance lies in the fact that a comparative analysis of costs, publications, and patents allows for the adjustment of regional programs for the development of information and communication technologies and the ranking of support measures according to the expected impact on elements of regional innovation systems.
