Abstract. This article analyzes the transformation of educational services in the digital economy using the Triple Helix model, which unites various institutions, education, and business. The authors examine changes in the content and structure of educational services under the influence of digital technologies, as well as adaptive and personalized teaching methods. A systematic review using the PRISMA protocol, based on sources from the electronic library, Google Scholar, and Scopus for the period from 2001 to 2024, was used as a methodological basis. This review allowed us to identify the most significant areas of transformation: digitalization of content, expanded access to education, development of telecommunications, and the transition to a standardized standard. An analysis of publication activity in recent years has shown growing interest in the topic of transforming educational services in the digital economy. The article suggests that achieving sustainable competitiveness in education services through coordinated interaction between the state and business requires the formation of an inclusive, flexible, and high-quality educational environment that meets the requirements of the digital economy and the modern labor market.
