Abstract. Currently, the Russian economy is characterized by some limitations for its traditional and fullfledged functioning. The build-up of sanctions, the growth of geopolitical tensions, and the prevailing climatic weather conditions in 2024 were significant reasons for the intensification of issues of financial support for the agro-industrial complex. Measures of state support for the agro-industrial complex contain a fairly wide range of possibilities that guarantee the development of the complex in a rapidly changing world, in particular the inevitable implementation of import substitution policy. To ensure technological sovereignty in the agro-industrial complex, the state has presented a new concept of the national project Technological provision of food security.” It is proved that the key problem of the development of the agro-industrial complex continues to be the shortage of personnel. Improving the conditions for the development of rural areas (modernization of infrastructure), expanding subsidy opportunities, and implementing housing construction programs for researchers in the field of agriculture and rural mortgages will partially solve this problem, which will ensure the achievement of the goals of the agroindustrial complex of the project. The prevailing weather conditions of the past year recalled the specifics of agricultural production and updated the issue of the state of development of the Russian agricultural insurance market from the point of view of its accessibility and attractiveness as insurance protection for farmers and rethinking traditional agricultural production practices from the point of view of improving agronomy methods and increasing resistance to climate change.
