Abstract. The present article is devoted to the problem of forming an assessment system of regional human capital. This topic is relevant due to a number of reasons, one of which is the difficulty of identifying the very concept of “human capital,” the versatility of its definition by various researchers, which gives rise to a second difficulty – the complexity of forming a human capital assessment system for the purpose of managing it. Moreover, the formation, development, implementation and reproduction of human capital is one of the tasks that is currently enshrined in the decrees of the President of the Russian Federation, in a number of regulatory documents at the regional level, and in territorial development strategies. At the same time, the well-known methods of assessing human capital discussed in the article have many limitations in applying them to the region, as well as a weak focus on the problems, desires, and needs of the person himself, which makes them extremely vulnerable due to the specifics of human nature. Taking into account all the above, the author has made an attempt to use the unit economics framework to form an assessment system of regional human capital, the basis of which will be a “client”– a unit, a person, his needs and interests, which determines a different view of the issues of human capital management in the region.
