Abstract. At the present stage of economic development, the most urgent problem is to stimulate economic growth and ensure sustainable investment development in the region. Each regional subject has its own natural, climatic, historical and economic features. In this regard, there is a need to identify drivers of economic growth. The aim of the work is economic and mathematical modeling of the probability of yield of vineyards in order to make adaptive decisions of existing winegrowers and investment decisions on investing in this industry based on the study of viticulture and winemaking as a propulsive industry of the federal city of Sevastopol. The authors analyzed the current state of the industry, the dynamics and priorities of its development. The results of this study can be recommended for use by both functioning and potential winegrowers and winemakers in making management decisions and developing business plans. Public authorities, primarily at the local level, can use the proposed economic and mathematical modeling in the development of projects, programs for the development of viticulture and winemaking, the region as a whole.
