Abstract. The proposed article discusses the process of transforming the system of state support and regulation of small and medium-sized businesses in Volgograd region in the context of the introduction of external economic sanctions. Initially, the authors determine the sectoral structure and dynamics of the main indicators of small and medium-sized businesses in the region from 2019 to 2021. At the same time, the so-called “pandemic” period of activity of business entities is emphasized, the main problems of this period and those measures of state development that helped reduce the social and economic tension of business are identified. The authors identify similarities and differences between the restrictive measures introduced in connection with the spread of COVID-19 and the current sanctions. In the course of the analysis of the foreign economic activity of Volgograd region in the pre-sanction period, the former foreign partners of the region and the problems of building economic relations with them in modern conditions are identified. Further, according to the methodology of O.V. Inshakov, new measures of state development of small and medium-sized businesses are structured, aimed at leveling the sanctions threats and risks that have arisen. In conclusion of the study, the authors conclude that the presence of human, technical, technological, informational and organizational resources in the current system of state development of entrepreneurship in Volgograd region is insufficient and proposals are made for its improvement.
