Annotation: The fundamental task of the Russian economy development is the innovative updating of used technologies and manufactured products. This is basis of the economic growth, satisfaction of the constantly growing needs of the population in varied and qualitative goods and services. The role of innovations has increased to a great extent in modern economics. Innovations present by themselves an effective means of competition on a global scale, i.e. they lead to creating new needs, reduction of production costs, inflow of investments, increasing the manufacturer-rating promotion, to new markets development and expansion, which includes outer markets.
Key words: innovative activity of enterprise, innovative activity factors, competitive capability of the region, new regional innovative activity management model, innovation development, innovation pump-priming device.
