Annotation: The article deals with the analysis of factors that are indicative of a systemic imbalance of activities of housing and communal services of the Russian Federation, which requires a reasonable combination of public administration and market management. The outlines of the formation of integrationfundamentals of the housing and communal servicesbased on the principles of a systems approach to accelerate the modernization process by encouraging “growth points” the most dynamic and innovative sectorsare offered, thus enabling to form the core of a regional cluster.
