Annotation: The article deals with the algorithm of positive changes in the efficiency of public administration and quality of life of the population in the subject of the Russian Federation through the use of a threelevel system of enhancing the effectiveness of the participatory mechanism. Qualitative characteristics of effectiveness of this mechanism at low, medium and high levels of participation are determined. Actions in the four areas of participatory relationships for achieving the complete effectiveness of participatory mechanisms in public administration and desired quality of life are developed.
