Abstract. There are grounding for the expediency of establishing a criterion of agricultural activity and its threshold levels in the implementation of structural measures of agricultural policy in relation to the sector of small-scale farming. The author concretizes economic nature, potential and the role of personal consumer households in the agricultural sector. The concept of «peasant-consumer mode» is explicated.
